I think than your' Salamander is very similar to Marmot the enemy from this level. May by Salamander should be more similar on a lizard? For example, how in Jazz Jackrabbit:

Is my Salamander similar to the Marmot in how I drew it, or what the salamander does, or both?
If how I drew it is similar, I can re-draw it.
If what it does is similar, remove the ruler, then you have an electric powered salamander.
It might attack Surge indirectly, through other electric devices, or directly through contact alone.
Maybe Waterworks just have two enemies, marmot (red and green) and harrier.
Then I would just develop the boss now.

The level document mentions electrical hazards, so I assume so. Maybe Waterworks can have different types of electric traps than Spring Forge.

No.
Waterworks takes place in the interior of a dam. In my opinion, no, it shouldn't.
Well the fish are gone, so the fish going "poof" may not be in Waterworks anymore.
The pole can stay, though. Just have tanks in the path.
